Not necessarily, but you won't be able to record at 4k60. You'll have to see what works best for you pc. Cause the performance also depends on what other programs or games you have running.

A better NVIDIA graphics card is probably your best bet. Even the old GTX 1050 can record in 1080p60 no problem because it has the separate NVENC encoder. OBS can use this encoder without impacting anything else on your graphics card due to the separate encoder. Be sure however, that the card you are getting can use NVENC. For example, if you get the GT 1030, you might think it can use NVENC, but it cannot. Look for a graphics card with GTX or RTX and it will have NVENC. If you are unsure, you can ask.

your cpu and gpu are both weak

while OBS doesnt consume much cpu if you use GPU encode (which you don't have), it does need some CPU overhead to run and i've run into issues with my i5 6600 where the game wont run great if i have OBS running

 

so i suggest upgrading both

I might be in the minority, but I actually choose CPU encoding.  I have a 4770k and a GTX 1070.

cpu looks good buy gpu looks... old for today's standard, do you have it laying around or?

i recommend a 1660 or something, that has the newest NVENC encoder (1650 is using inferior encoder, only 1650 super or better is using NVENC Turing)

 

11400 is decent cpu
