4 Monitors connected to one laptop?

My dad is looking into switching from his aging desktop pc to a workstation laptop. One of his must haves though is the ability to use all 4 of his existing monitors on the computer simultaneously. Quick questions with that...

 

1) Is this possible using a combination of thunderbolt 4 and a displaylink hub?

2) Without thunderbolt (AMD system) is this possible?

3) He doesn't really plan to game and his main graphic intensive application is AutoCAD. Is a mobile 3080 necessary or would an XPS or something like that suit his needs? He mostly just likes to have a lot of google sheets and other browser tabs open in addition to his email, google drive, etc. The way his company runs their system google drive is constantly running and downloading new files off the internet. As a result, at least 32gb of RAM is needed.

 

Any help would be greatly appreciated. I realize this is a pretty niche case.
