Choosing a CPU cooler

So now im planning to upgrade my CPU and motherboard, and I plan to OC it so I will need a CPU cooler. Because my budget is limited I can only get at most 70$ for cpu cooler, which bring me to the choice of the Seidon 120v. So I want to ask is it a good one or should I go for smt else like the H60? Or water cooler at this price is not good at all and I should use the Hyper 212 evo/plus instead?

The Seidon 120v doesn't perform all that well for its price, I would recommend the Phanteks 140 beast(forgot the number), it's on sale for $74.99 on newegg

I forgot to mention that my case is the cougar archon black, I cant really get a big radiator like h100i. So I shouls use air cooler after all?
