OK!  So I've looked and looked and looked and I can't figure this out. 

PROBLEM
 

Computer will lock up if I tab out of a game while it's loading. By lock up i mean the both monitor image freeze. BUT

1) If I'm in discord I can still hear and talk to people
2) Mouse still moves but unable to click anything
3)Unable to Alt-F4 or any kind input for that matter
4) waiting does nothing, I've tried to let it load for over hour with no changes 

Things I've attempt to fix it.

Reinstall Windows
Reseat the GPU
Double Checked all cables are tightly installed
Overclocking with MSI Afterburner seems to have no effect one way or another
Updated Bios

At this point I'm at a loss, I would think it would be PSU but OC CPU and GPU seems to have no effect as long as I let the game load up before tabbing out.

Can I see your reliability monitor? Go to your start menu, type reliability monitor, and press View Reliability Monitor.

Also have you tried DDUing? 

Are these fresh installs of windows or "resets"?

Are these fresh installs of windows or "resets"?

Fresh install, Format and everything, No input at all works
No reason to DDU when I've done a complete fresh install
here the stuff you requested.

Can you run prime95 for a couple hours? If it passes and doesn't crash, then I have gone beyond my expertise. I am seeing several crashes. Resident Evil 8 seems to be crashing, your PC seems to be crashing outright similar to a BSOD but you didn't say you had any. If you had any BSODs that tells me it's probably a CPU issue, and I'm dealing with similar issues myself right now. If it passes Prime95, then my next suggestion is to reseat the CPU because it looks like Cortana search crashes and RE8 crashes a lot. 

 

Do you ever turn off your PC by just holding down the power button or restart it by using the reset button? because that would explain the crashes I'm seeing as well.

 

Another suggestion I have is to set BIOS defaults reseting any XMP profiles or Overclocks.

Dont do that? I dont think your supposed to do that. If I do that at least Steam will "hang" or other weird stuff. Of course I never do that, except by accident.

Wow I missed that he said that, but his whole computer shouldn't LOCK up entirely either tho.

That doesn't help, run prime95 or else I can't help you. Run the LOW FFT tests first for 3 hours then run the blend. If the blend doesn't make it past first test but the other tests do pass, you have bad RAM and need to replace your RAM.
