Budget : 100-200$ USD 

Country: USA

Games, programs or workloads that it will be used for: hosting minecraft server

Other details : I have an old system from 2014 (my main pc) i might upgrade some parts, so should i A) wait till i fully upgrade and run it as the server. Or b) buy a low power hp or dell pc on ebay for like 100$ and upgrade ram and storage. OR or anything else?

4770k gtx 770 16gb ddr3 not sure what speed 1tb hard drive 500gb ssd. also forgot to mention it will come in july.

Only issue I'm seeing is the ram; upgrading to 32gb (max for the cpu, make sure your motherboard will run 32gb) would give you plenty of breathing room for mods and larger game worlds.  Upgrading the RAM would also mean you could use the server for something other than just Minecraft.  From what I learned when researching running minecraft serve on the TrueNAS server I built, you'll hopefully run into upload bandwidth issues (i.e. the number of players on the server at any time) before you'll run into hardware bottlenecks.

my friend did a similar thing to this as apart of a test: worked pretty well for both of us.

 

But for your usecase id use your old pc and upgrade the ram as @metaleggman suggested.
