Yes using VirtualBox or similar.

You just need the iso, and give it dedicated storage.

Is it possible to dual boot Ubuntu or Mint and Windows 10, but not have to turn off the computer to use Linux? This is probably a very dumb question, I am not very experienced with VMs, but if I have Linux on one drive and boot Windows from my main drive, can I then open a Linux 'window' inside of Windows? My hardware is capable of doing so, just want to know if it's possible. 

Reason I'm asking is because occasionally I have to use Linux to test the Linux builds of some of my games that I make, it is annoying having to put it on a flash drive and move it to another computer.

Yes that's whats VM are for.

Just try installing one to find out.

Also you can download Ubuntu from the Microsoft store and if you have the Windows Terminal installed you can natively run Linux apps from there. (altho it has limitations, don't ask me which im not that well known with it).

Here a better them using VirtualBox, It calls WSL2, it allow for access to Windows files and a lot more, with  GPU and GUI fully support with the next Windows update. It fully support and made by Microsoft, and you can get it in Windows 10 app store,
