I have a i5-9600k and an RTX 2080 and I believe that my CPU is bottlenecking my GPU. When I looked at the usage while playing counter strike global offensive, my CPU Usage was about 70-80 percent and my GPU Usage was running at about 40%. Is my CPU Bottlenecking my GPU? For clarification, I am playing on 1080p 144 Hz monitor and my CPU is not overclocked. Your help would be appreciated!

Are you getting 144fps?

Most things will bottleneck a 2080 at 1080p

I could use some help with this!

I was just using task manager, is there another method you recommend so I can share more accurate information?

And I'd assume that's stays the same with a settings uptick? That's usually the case with a bottleneck.
 

Bassically as long and you get your refresh rate at the settings you want at your resolution, bottleneck or none, it doesn't matter.

Enable multicore enhancement to see if it's a bottleneck from cpu

^this guy gets 300+ FPS with the 9600K i5, and a 2060. 
You only getting around 150FPS is not right. Something is clearly wrong. And yes - 40% GPU usage is a clear bottleneck. 
I'd check for CPU thermal throttling, and/or clockspeeds. Also make sure XMP is enabled.

You should download HWiNFO. It'll show everything you need and more. Let it run in the background while playing a single CSGO game and then check what temps and clockspeeds you were hitting.

Alright I just played a game while running HWINFO, These are the stats that I got below: It looks like the average clock is about what you would expect on an i5-9600k whose base clock is 3.7 Ghz, we're pulling 3700 MHz with the core CPU temperature of about 44 degrees centigrade, although dropped to 40 after I exited csgo. Is there anything wrong with the cpu, or is this a result of bottleneck?

Also, my GPU Load is 20% on average so I definitely feel like something is wrong.

The fact that your cpu basically stays icecold indicates there is no bottleneck, its just not a demanding game probably.

 

Try to up settings, use NV DSR to upscale to 1440p , check if there are any ingame frame limiters, etc.

A few things I'm seeing here that feels like red flag to me, is the temps and power usage. 


I must admit I don't have much knowledge about the i5-9600K so please correct me if I'm wrong, 

but after a quick research, it seems like the 9600K will gladly pull 100+ watts. 


And yours peaked at around 55watts, which could mean, the CPU isn't getting as much power as it wants,

resulting in lower clockspeeds under load (gaming fx). This could be because of a power saving settings either in Windows or in BIOS. 

This would also make sense with the low FPS and very cold temps we are seeing.

 

Also, please make sure XMP is enabled in the BIOS. XMP can help a lot, though mostly for Dual channel configurations.
