New NAS or Old Server

My WD My Cloud EX2 Ultra has failed outside of warranty.

I have a currently unused Dell Power Edge T110 II Server with 32GB Ram and Intel Xeon E3-1220 V2 @ 3.1ghz

I need about 10TB Raid 1 so (20GB of drives) of Storage that can be accessed by at least 2 users at the same time.

My question is would it make more sense to just buy drive quality drives and install some NAS OS on the Dell or replace the WD with another NAS device?

Any feedback would be greatly appreciated, as well as suggestions for items either way.

You might get more response if you clarified what you mean by:-

"Accessed by at least 2 users at the same time" - accessed how? SMB file access?, plex/emby server? etc?

But in general, you should be good for 2 users either way I think, as long as transcoding isn't needed, as that adds in other degrees of complexity depending on the resolution of the video/format and bitrate of the sound etc etc. This can be very complicated in some cases.

I don't use raid 1, so can't comment if that adds extra problems to it or not.
