PC wont post after surge protector failure

So today i was on my pc and my surge protector popped now the gpu light is flashing pink and the light on my corsair water block is blinking red.  Im not dure the specific water block as a friend gave me this pc.

The specs are:

MOBO : ASUS Z390-P

CPU :I5 9600K 

GPU : GTX 1080TI ASUS STRIX

RAM: 8GB Corsair vengance 3000mhz DDR4, 8GBx2  Crucial Ballistix 3200mhz

PSU: Corsair rm750

Any info is helpful.

check the power supply first. is there another unit ( or maybe a friends ) you can test?

Yeah ill check that rn i inly have a cheap chinese one from my old build

When i swapped the power supply the fans arent spinning and the board beeps 8 times but the gpi still lights up
