Do controllers make 60fps more bearable?

I've noticed that even when console games go as low as 30fps, it's still bearable, if barely. With PC games, when they go under 75fps, I can't stand it and I have to spend hours looking for ways to improve fps and if I can't then I just stop playing. I thought that might be something to do with the controller because it's so much different from the mouse. Is that true? I already bought a controller that I can connect to my PC and it should get here sometime soon, but I was wanting to play a lot of older open world games that I'm sure some of are capped to 30fps, and I don't wanna go through that headache.

Tried comparing Vsync on vs Vsync off?

Probably depends on Monitor Refresh rates...

If you can't maintain fps for 144Hz for example... it may induce a stuttery feel.

Just like some hating VsyncOFF and frame pacing in games also being a factor.

PC has more variables to account for maybe...

Well in most games I can easily hit 144fps, only in some more intensive games will it drop to 90~, but the games that I'm looking into playing are more than likely locked at 60 or even 30fps because they're older. Thank you, though!
