Everything plays @2x. What the ?

Weird bug here. Sometimes (didn't notice any pattern) everything will start playing like at 2x or 3x I don't know. It's just fast. Youtube videos in chrome, Slacker (RT app), Steam sounds, movies in VLC... EVERYTHING. 

 

For videos, it's not just sound, it's video too. A Windows sign-off and in fix it. What gives ? 

 

Windows 8.1 

Stock speed on my 4670k 

Ram set at the rated 1866 speed

 

No idea where this could come from...
