Yes, even under heavy load, the fluid temperature rarely exceeds 40-45 degrees for an average loop (conservatively), and that would be with an ambient temperature in the 20's. So if the ambient temperature is in the 40's, so will the fluid temperature, and then the component temperatures will be significantly higher. If your indoor temperature is lower than the outside temperature, then it doesn't make sense to use the outdoor heat to "cool" the PC.
