So, I've got a 3900XT. I've been using PBO for the majority of the time, which is fine, but I'm curious if there is any potential left on the table, so to speak, when it comes to single core performance.

I was watching a guide on Ryzen Master, and the video host basically says 'lock all cores together and start putting in bigger numbers until it's not stable.' Why not set everything to something reasonable, like 4.1 ghz, then pick the best cores and gradually boost the clock on those alone up to something higher? I'd like to get better single core performance, while not sacrificing multi-core performance too much, and this would be a logical opportunity to do so.

From my experience, i cannot see the difference between all core vs single core oc in ryzen.
