Windows Not Booting After GPU Driver Install

Windows boots fine without graphics drivers, just at limited resolution of course. After installing graphics card drivers, computer black screens and does not boot back into Windows. After rebooting the computer, Windows says it's "Diagnosing the problem" and from there I can only reinstall Windows 10, load a restore point, etc. 

 

Specs:

-Windows 10 Pro 64 Bit

-ASRock B450M Pro4 (BIOS version 5/10/2019)

-Ryzen 5 2600 at stock clock speed\

-2x8 3000MHz Mushkin Redline RAM

-XFX Radeon HD 7870 GHz Edition (Left fan is a little broken when spinning, replacement fans otw and GPU still has output)

-PNY CS900 500GB SSD

-EVGA 450W Bronze PSU
