Really depends on the cooler. 

 

Its not a super power hungry chip, so should be easy to cool with a good air cooler.

Does the ryzen 7 5800x get hot because Reviews on YT say it gets hot. (80c)

 it's common for it to spike and hit 85'c (at peak load) and stay there, even with great cooling. So if you buy one and it stress test it don't be surprised if it does say 85'c.
