That being said, if a signal is weak, there's solutions like AP's you can establish to fix that.

With out knowing the ISP and the speed you pay for I cant say much. Im going to guess you're on a cable internet connection (Coax). Upload is generally terrible on most of these providers I've seen upload speeds of 5 to 45 Mbps depending on the provider and speed tier. For example in some areas on lower tiers like yours Comcast would only provide 5 Mbps upload. In my area they provide 10 Mbps. On faster plans like the 600 Mbps plan my sister has, they provide like 20 or 30 mbps upload. ON the Gigabit plan is 45 Mbps. This differs provider to provider. 

 

Also consider when you're taking the speed test. IF its near prime time when everyone is online, your node could be overly congested and you want get the full speeds. This is an issue my sister started having at her home. 

 

The other side of this is your router. NO ISP guarantees WiFi speeds. In many cases the issue is just that you're WiFI kinda sucks. Some times a better router will help, but there are just limits to what WIFi can do. So using an Ethernet cable is always best if you need the best speeds.
