HP Elitebook 830 x360 not recognizing dual monitors

So I have a HP Elitebook 830 x360 G6 from work. I'm trying to connect my 2 monitors to work with it but it will only recognize 1 or the other, but not both.

One monitor is connected HDMI (computer) to HDMI (monitor). Then the second monitor is connected USBC thunderbolt (computer) to HDMI (monitor).

With that setup only the HDMI to HDMI works. However, if I were to unplug the HDMI to HDMI then the usbc to HDMI works. I have no Idea how to get them both to work, any Ideas?

I know the cables and monitors are working as I have both monitors working with my Asus g14 with the same configuration. I'm wondering if this is locked from IT or something.
