what do you consider modern games?

There isnt much choice that you can upgrade to honestly.

You would be better of building a new pc or buying something else,since you would need to change everything.

Yeah he will need a much better pc to do those things.

It would take about 700-800 eurs to make some nicer budget build pc,that will server him enough.

But the biggest issue is that world is facing some big issues with lack of gpus and cpu.There is almost no stock,and the prices are so high right now that building a pc for 800 euros would cost over 1k+ euros.There is always prebuilt route there you can find cheaper pc's.

The gpu and cpu shortages will probably last for at least a year.So maybe it would be cheaper to buy him a console like xbox series S or digital ps5 until prices are normal for PC's.and he will be able to play all of those games even with friends who are on a pc,and still be able to stream.

What is the spec on the T7400? Definitely need more information to make a sensible suggestion.

 

Normally for a 10yr old computer, the answer is straight "start again"... however you have the advantage of some very cheap CPU+memory upgrades and likely to be a decent high spec PSU. 

 

Do you have enough RAM / CPU grunt for modern gaming? I recall they came with all sorts of different spec Xeons and reasonably beefy PSU's (some had 1000W for dual quaddro cards!)... so if you've got something like dual X5687's and 4x 4Gb RAM, you just need to put a GPU in there and you'll be fine!

 

CPU: if they'll fit, X5687's = $20-$25 and each one is 90% of a i7-3770 in terms of most performance

 

RAM: COULD be more costly to upgrade (4Gb 800Mhz DDR2 sticks, even the ECC ones will make it prohibitive), but if your workstation has the full 16 memory slots you only need to aim for 1Gb ECC sticks and even the 800Mhz ones are $2 each as all the CAD designed / video editors of that era upgrades to 16x4Gb or more and dumped lots of the 1Gb and 2Gb sticks on the market. Even 8 slots + 2Gb sticks would be viable, but you might have to settle for 533Mhz RAM.

 

Once you've established if it is cost-effective to get a reasonably spec base system with a minimum of 8Gb RAM something equivalent to an i5-2500K - ideally with more cores: check your equivalent CPU's here: https://cpu.userbenchmark.com/Compare/Intel-Xeon-X5667-vs-Intel-Core-i7-3770/m21709vs1979

 

Then it just comes to a question of what you want out of the "modern games"? If the screen is also "office surplus" spec, it's unlikely to be more than 1920x1200 60Hz, so my old favourites of a 1050Ti or a RX570 would be well matched.

 

IF you have one of the higher spec PSU's and depending on your appetite for potentially high power consumption, something like an R9 290X will be $100-$150 on eBay and comparable with a GTX1060 for less money than a RX 570.... but you might just need to refurb the card and de-dust + re-paste it, especially if it has been used for mining (baked hard paste, etc).

 

Note - if you're aiming for a modern 1440P 144Hz experience at max details..... start again!
