Windows 8 Restarts on log in screen. . . EVERYTIME

Hey guys so I'm having the strangest issue. Each time I turn off my computerand turn it on, it goes to the windows 8 picture slide up thing(I hope you know what that means. IF you us windows 8 you should). Well When I press enter to get rid of it and go to the log in, my computer restarts and then starts updating with the screen constantly on "getting windows ready don't turn off your computer" or then it starts to update to 30% then 100% but then it goes back to "getting windows ready don't turn off your computer". Eventually, somehow i always forget how i do it, it goes to the start screen. I've tried booting in safe mode, and I've tried system repair, but i don't think that's how it gets fixed.

i use space to get out of lock :P anywho. maybe you can just format your hdd and reinstall it.
