Games, programs or workloads that it will be used for: Minecraft, Scrap Mechanic, Trailmakers

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

I am building a gaming PC for my best friend but he only has $200.  I really don't know what I get for him, if anyone has any ideas please tell me or put a PC part picker list. Also it's not gonna be heavy gaming just stuff like Minecraft and Scrap Mechanic.

get him a DELL OptiPlex 3020 MT or a smilir pc,

and try to get a rx560 or similar.

should cost him around 200 all in all, and deliver solid performance for full hd gaming

For $200, try to get your hands on an old Dell Optiplex, you might be able to find one from a local government or school repository with an i7 in it.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

There is not much you can do new for $200. This is basically the cheapest PC I could throw together and even that is $100 off (+50% off):

Your best bet at $200 is looking on the second hand market for a used Dell/HP/etc. i5/i7 machine.

That can play Minecraft at lower settings and probably Scrap Mechanic too.

 

Those should be around 100-150 USD and a graphics card could be added in the future.
