What's the 99% thing really (99% percentile?)

It's in the Nvidia performance overlay. 

 

FPS it says 250 and 99% 180... (for example)

 

What does it mean and is that a normal ratio?

It means that almost 99% of your frames are above an FPS threshold, from what you posted it seems 180..so 99% of your frames are above 180fps

I see,  so it's like a minimum fps counter,  cause most of the frames were certainly above,  so it's a minimum (99% of the time at least)  and in what time frame, per second or overall?  For per second it's too stable imo, been running heaven and framerate is all over the place there naturally (between 200 and 250fps, it feels like)

Hi, it’s overall FPS. This is essentially how your frames were distributed, heaven FPS all over the place makes sense here as the result just tells you that majority of your FPS was above 180 but it tells you nothing about average FPS or max FPS - so you can have a lot of fluctuations. What you want to see whisker plot of your FPS as it will show the mean, median, min, max FPS. If those values are close to each other than your gameplay will be smoother, if those values are far apart then you will see fluctuations in your FPS.

From some Nvidia PDF:

99th: Uses Rendered FPS scheduling metrics to show 99th percentile data. 1 frame out of 100 is slower than this frame rate. 99% of the frames will achieve at least this frame rate.

AVG: Uses Rendered FPS scheduling metrics to show the overall average FP.
