I have had the galaxy note pro 12.2 for 6 years, and while I was 100% satisfied with it, I now went for an iPad (used iPad Pro 10.5). Now it really is the best choice for an average user. They run stupidly fast, the app support is superb, and you can always jailbreak it to approach the freedom you have with an Android.

Now if you really insist on Android, there is always the Galaxy Tab S7/S7+. Also Lenovo has a very good line of tablets, the last model was the P11 I think, and it was a great little powerhouse, so maybe check it itself or whether there has been a 2021 refresh.

 

Update: Yes the most recent one from Lenovo is the P11 Pro, although it has a SD 730G which is quite the mid end piece of silicon (for that generation of processors). If you want something better definitely go for the Samsung ones. They will add a lot to the cost though, so read some reviews and define your priorities.

I know you've specified no iPads, but they really are the best option. They have the best software support, biggest app library designed to actually work with the tablet (unlike Android tablets), and best build quality. Apple actually puts good SOCs in their iPads too, unlike Android tablets that usually have chips from the very bottom of the pile. Consider the lowest end iPads, as they're actually very good value for money. My 2018 base iPad has done me for 3 years already and it's still working as flawlessly as when I got it. They last for years and years and have great battery life. Just consider at least looking, you don't want to close yourself off to the best option

All tablets suck. iPads suck the least. Samsung is the least awful Android tablet. Everything else is complete and utter, useless e-waste garbage. That's not intended to be belligerent. That literally is the scenario here. It's just not a category that manufacturers or app developers put any effort into, especially on the Android side.

Gonna echo the "please consider an iPad" recommendation unless you have specific reasons to use Android (a must-run app, for example). Better performance, wider tablet-native app ecosystem, and you might prefer its tablet UI in some ways. Saying you want a good tablet while excluding iPads is a bit like saying you want a really fast car, but no Porsches, Ferraris or Lamborghinis... you've just taken away some of the best options.

 

This isn't to say you can't get a nice Android tablet, but look at it this way: your best bet in Android is another Samsung tablet, the Galaxy Tab S7. The selection really is that thin if you want to look for high-end models.
