When do you plan to buy this? You can't really buy a GPU atm.

At this point in time your best bet is to look for a prebuilt system since they are the only realistic way to get a GPU unless you want to stick a potato into your PCIe slot and see what happens. https://www.ibuypower.com/ is probably one of the better options, but even then you're going to struggle with reigning the price in to 1500$. An alternative solution is to take a look on Kijiji for used systems with modern hardware (Ryzen 2xxx, 3xxx, Intel 8xxx, 9xxx, 10xxx) that aren't asking for an arm and a leg.

If you're really wanting to build the system yourself, then it might be worth looking into running off integrated graphics for a while (should be fine for MOBAs). That would probably push you in the direction of something like an i5 10600k or 11600k to build around since the new AMD chips don't have integrated graphics. Ultimately it's just a crappy time to be building a PC; graphics card price are skyrocketing due a whole whack of reasons, and what little supply is available at MSRP is going right to scalpers/miners running bots.

so u have about $1200, like goldemur33 mentioned, you cant really build a custom gaming PC because of lack of GPU supply, so I would use buildredux.com, maingear.com, originpc.com or ibuypower.com to configure a system for your needs and budget.

CPU Cooler- be quiet! Dark Rock Slim up to 180W TDP

Memory- Corsair Dominator Platinum DDR4-3000 CL15 memory

Storage- Crucial P2 1TB M.2-NVME SSD up to 2400 MB/s 

Video Card- MSI Ventus 2x Geforce RTX 3060 Ti OC

PC Chassis- Cooler Master TD500 MESH ARGB with Controller

Power Supply- EVGA 650w P2 (planning to upgrade to EVGA 80+ Gold 1k watts)

Rear Fan- Touchaqua Bitspower Notos RGB fan

Monitor- Acer EI272UR 2560x1440 144hz 4ms Radeon Freesync monitor

Keyboard- Logitech G810 Orion Spectrum

Mouse- Logitech G203 Lightsync (planning to upgrade to g502 HERO)

LaptopProcessor- Ryzen 7 4700U (8c/8t up to 4.1Ghz) with Radeon graphics, 16GB DDR4-3200 memory, 512 NVME SSD
