Help PC won't start

So this morning I lightly cleaned with q tips. My motherboard has a restart light and it won't turn off and it won't connect to my monitor before I cleaned it, it worked just fine, please help

So it doesn't start after cleaning it with qtips, I got that. 

But did you disassemble it when you cleaned it? What do you meant it doesn't start? No video? No fans? Any error code or debug light on the motherboard?

I know that, but there's text next to each light. It details whats wrong. (There would be CPU, vga, ram and boot)

Ok. I need you to unplug the cable from the top left of the motherboard. It's the 8 (or 4) pin EPS and probably will be a b*tch to unplug.
The plug it back in.

Ok. You did plug the EPS back in right?

Then I'd need you to take off the cooler and take out the CPU. Then put the CPU back in and the cooler back on. (And if you have some thermal paste,clean it off the CPU and cooler and put some new paste on)

Unlikely. 

 

Try clearing CMOS  (Unplug pc, remove battery for 20 minutes)

 

Also did you put new thermal paste on the cpu?
