Check Windows settings for "Auto Update" 
Check UEFI options for "Power on loss"

edit : Also check the power button cable, if its broken it could send faulty signals (e.g. when the metal reconnects)

While I agree with that statement I am pretty sure a lot of people who work on those things do not 😉

it's basically called BIOS by many since in the core it does settings lol

Okay, my guess is the power on loss function is active. If you don't get a message on startup what keys to press, plug in your pc in an outlet directly,

do you mean hybernation as sleep mode?

Is your PC waking from sleep, or powering-on when it was fully powered-off and not just in sleep or hibernate mode?

 

If it is waking from sleep or hibernation, you could check what caused it to wake. I had the issue of my PC continually waking-up due to receiving a packet over the network. To stop it from waking, I disabled Wake on Magic Packet. Denying the network adapter from being able to wake the PC could also work.

It can also be caused by a faulty quick startup selection , @Airbus 123 you should check both settings

So until now you have tried :

- plugging it into an outlet directly

- disabling the wake timer

- disabling fast boot

- disabling magic packets

- disabling power on loss

Correct ? Then I guess opening it up and looking for a loose power button cable could be an option... but this leaves me a bit puzzled to be honest.
