What policies should Governments introduce to ensure that Citizens are prioritized when it comes to the job landscape? How should they ensure that they attract talented foreigners into the country to provide friendly competition with the citizens to raise their standards and ignite motivation to work harder? 

 

Basically, what should governments do to ensure there is healthy competition between citizens and foreigners and minimize any resentment among citizens against foreigners due to stressful work culture and fierce competition?

depends on what country you are in, here in Sweden all school is free/paid to study and so anyone can educate themselves to anything, while most other countries education is insanely expensive.
