Yes, you'll have to bend them out. You can put a screwdriver into one of the holes and twist the bracket. They're designed to be pretty easy to remove. It's a cheaper alternative to reusable slot covers.

You can bend them till it breaks apart.

It's normal.

 Are we talking about the pci slot covers?   I took them out of my windows vista  pre built no problem and they looked exactly like this?

It's just missing those other covers because one is for the GPU obviously, and the other I thought "at least some airflow"  🤣
