So my idea is this: 

 

You can code the CSS however you want it, from like a source file on this website for advanced users

And for less advanced users, there is a UI that you can do live edits on your local page.

 

Would this be possible?

In chrome right click > inspect.

You can do it in developer console.

I know that but I just want it to be permanent, not having to edit everything again when I refresh the page

Well you just need to save it in your project.

After you fiddle with the design in devtools, you copy the css to the source code, save and refresh.

That’s a little better, but you know how your theme is synced through your account on different devices? I would upload my CSS, it would update on my account, and then it would update on the devices I’m signed in to

There are plugins that can do this.

Personally I use Stylus which is fairly simple to use.

You use chrome extension that does custom website theme, you can sync the theme on all device if you log into the same account.

What about mobile users that can’t add extensions? Like me?

Extensions will hog the browser in mobile, that's why they disable it.
