Games, programs or workloads that it will be used for: Minecraft with shaders, CSGO, COD, while maybe streaming/recording at the same time.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I do not have a pc yet and want to know what the best build would be. I will play on 1080p at 70-80fps minimum on medium settings.

Increase your budget by 2x or reduce your expectations by 1/2.

In this market go used.
A 1070ti will set you back at the very least 300$ so aim a little lower.
You should be able to get the guts of an I5 6600-k or maybe a Ryzen 5 3600x CPU/MOBO/RAM combo, an Rx 570 and have enough left overs for a case, a 550w psu, an ssd, a small monitor and entry level kb and mouse.
You wont have a great experience but it's doable.

yes if you can get a gpu  (thought streaming could be a challange)

The cooler looks like hot garbage.
Take something with a plate in the back of your mobo. Like the DEEPCOOL GAMMAXX 200T-CPU or the Hyper 212. Yes they are more expensive but it's well worth it on the LGA1200 to go with metal instead of crummy plastic.

Well it is 6 degrees hotter than 212 EVO, not that impressive, have to agree. Also not on so hot CPU - Ryzen 3 1200... difference would be even bigger with hotter CPU

But yeah, Gammaxx 400 not 200 would be enough.
