100% CPU Help

hi, i just did a cpu upgrade and everything is working great but my cpu usuage says 100% and on hardware monitor dragon center says cpu is at 6-15%?? tried to find what i can do besides doing a full reinstall of windows and see if that helps. I have done a reset of windows and it is back to 100 on the cpu and hardware monitor and dragon center says it is only at 6-15% for every day paths.

 

AMD Ryzen 7 5800x (got it for retail)

MSI MPG B550 Gaming Carbon wifi

Corsair Vengenace LPX 32gb 3200mhz c16 ddr4

Sabrent nvme m.2 1tb

 

any help would be great.

Can you sort the usage by highest in task manager?

see that startup tab over to the right? go there and kill all non essential startup tasks you can then restart the pc.

i did what you asked and i forgot to look at that after i reset windows, but it is still hitting 100 and the one thing that is using the most is this process Host Process for Windows, but also i had this issue before i reset windows, i might just try to do a full reinstall and see if that does anything.

here is an updated picture with it sorted by highest usuage to lowest. i think i am going to do a fresh install and see if that does something

so update. i did a full reinstall and now i'm stuck at 99% instead of 100% this is after i shut down unneeded start up programs, also looking at hardware monitor it says at most it should be like 50% tops unless i'm playing a game. so i am not sure what to do next here. and my cpu temps have not been over 70 in the last few days and i am not doing anything all the time even when idle i should be at 99%.
