New keyboard adding a different letter

Every time i press certain keys like r it will add another letter so when i press r i get ru or when i press 7 it comes out 47. Doesnt do this for all keys just some. Not sure wgat the heck is going on. No keys are sticking.

 

got it open box off ebay. Coukd this be some foreign language thing?

 

edit: the “linked” keys are always on the same row either next to each other or a few apart. 
 

im hoping its not just defective.
