The "slimmest" would be something so unwieldy it wouldn't be worth the small performance gain, something like linux from scratch.

 

What you probably mean is something without a desktop environment which at the end of the day is the one thing that impacts your baseline resource usage the most. Ubuntu server, debian, centos minimal would all fit that description. You can try Arch or Gentoo if you want more control over what exactly is installed but for a server that you may want to set and forget it's probably not a great idea.

In my opinion, arch linux is not what you want for a server. While it is slim, it is rolling release, which means that it gets the latest packages. While this seems good, it often comes at the cost of stability which you want for a minecraft server. Personally, i'd use debian. If you are willing to give up a desktop environment, that will save even more ram, but because you want the control panel, i'd use debian+xfce4. That will use very little ram and be rock solid stable.
