RTX 3090 works only on top pci slot

did u set PCIE gen to lower gen? if it's on auto it will try to communicate on pcie 4.0, which wont work in almost all USB risers that i know of

Well, so I got a 3090 and a 2070 on a asus tuf gaming x570-plus/br (brazilian variant, don't think there's any difference).
The 2070 works fine at both the x16 slots and other x1 slots with or without the 1x riser. The 3090 however, doesn't work on any other than the top x16 slot (I'm using the x1 riser bcuz space and heat, and I use the 2070 for gaming, 3090 just for mining and rendering)

My components:
asus tuf x570-plus/br

ryzen 7 2700
crucial ballistix downclocked to 3200 mhz cl 14 (BL2K16G36C16U4R)

Yup, most likely the issue (CPU doesn't do PCIe 4.0, but chipset does)

You may still run into instability if you run pcie 3.0, so bear that in mind

 

Most people with USB risers use pcie 1.1, since mining doesn't need the bandwidth
