Screen tearing I think?

That's not tearing.

Tearing is when the top of a frame is more up to date than the bottom part (so like 2222748th rendered free on the bottom, and 2222749th rendered on the top). It create the effect that the image was torn in half and taped back to get her, but slightly off.

That looks like artefacting or a bad display panel. Since it sometimes goes away, I think it's a gpu artifact.
