Windows 10 lag when downloading

Issue: When downloading larger files like games my PC will experience lag/stutter. This is 100% related to a windows 10 issue. I know this because I had the same issue about 8 months ago and found the answer, but a recent issue caused me to have to do a fresh install and now the problem is back. I can't find the answer to save my life and it was dumb luck that got me to it the first time around. Whatever it was, it was crazy simple and I remember thinking I can't believe it was that easy. 

 

Basically I had to uncheck something somewhere or a registry edit, something to that effect. Any help is appreciated. This is driving me nuts.

32GB Corsair Vengeance 3000MHz RAM

Twin MSI Gaming X Trio 2080's

MSI M5 Z370 Motherboard
