hey, my pc has been acting weird lately with slow startups and also slow shutdowns. and also when i play fivem the map can unload all of a sudden (ik this is common but its not the servers problem) and when i play fivem the cpu usage is only between 20-40% and the gpu goes up and down from 20-60%. also steam apps have a slow startup and can sometimes even crash. i even used to have a problem where the desktop would not respond but that seems to be gone now. idk what to do so i hope someone here can help :) 

 

pc specs:

CPU: AMD Ryzen 7 5800X

gpu geforce rtx 3080

ram: 16gb

ROG STRIX B550-E GAMING

What type of storage do you have? How full is it in per cent? Nearly full drives can be slower than more empty drives when it comes to starting the PC and applications or shutting it down.

windows is running on a samsung 970 evo and it still got 405 gb left

What speed is the ram and what is the latency of it

It's C18 latency marked ram  and it has a good speed. Let's mark out ram from the troubleshooting. Have you checked your temps when this was happening. If it was at a high temp, your problem might be thermal throttling (might want to upgrade cpu cooler).

they seem pretty normal tbh i think somehow the cpu is being capped but idk how and how to check

You can use the HW monitor from the CPUID or You can use HWINFO which is pretty famous.
