Umm i figured out the problem, umm i uhh.... kinda sorta... uhh.. bent the motherboard pins for the cpu. It wasnt my fault. Honest. Oh and the PPM needs to be replaced so thats why the interlock light is on.

We've all accidentally bent CPU/socket pins.

I bent (but may have fixed) the pins on a Ryzen 5 1600X.

You might be able to fix the pins, though.
