27" monitors

Is it possible to downscale a 27 inch monitor 1080p to 24 inch while gaming?

Downscale it to 24"? Do you mean only use 24" of the screen in a windowed mode?

Some higher end monitors support setting custom resolution and size for practicing with what would be available at an e sports tourny. You could probably do it in game using windowed mode if you calculated and set the game resolution according to how many pixels on your monitor would come out to a 24inch display since Windows doesn't have any concept of display size.

I have no idea. You will have to look through your monitor settings to see if it has the option and possibly the manual.
