I have an Intel Core I7-5820K CPU, that should have a clock of 3.30GHz, but even when playing heavy games, like Cyberpunk 2077 for example. it won't pass 2.56GHz no matter what I do.

inside the task manager, where it show the name of the CPU it even says which clock it should have, but underneath the usage graph it says that it has a base speed of 2.60 GHz. (Image for reference)

Is it meant to be like this or is there something wrong in the BIOS/configuration of it?

@padokas Your CPU is not running at its rated speed. Either the BIOS or Windows is not setting your CPU up correctly. If you want to figure out what is going on, try running ThrottleStop.

This program will read how your CPU is setup and it will show me what needs to be changed to get your CPU running properly. Post a screenshot of the main window and any other windows that you open up. The more info you post, the better chance I will be able to troubleshoot the problem. The TPL window will show the power limits.

Cpu temps could also slow it down . 

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"

HEADSET         : Plantronics RIG 500HD

and a whole lot of LED everywhere(behind the monitor, behind the desk, behind the shelf of the PC mount and inside the case)

The typical BCLK speed for Intel CPUs is 100 MHz. You have your CPU set to 125 MHz. This is fine but it might be confusing Windows 10. Windows might not be reporting your CPU speed correctly because of this. Double check with CPU-Z while your CPU is loaded.

26.00 X 124.946 MHz = 3248 MHz

 

If you want your CPU to run faster you can overclock it. Double check your CPU speed while it is loaded.

It does, would this be just windows giving me misinformation then?

Windows assumes the BCLK is 100 MHz so it does 26 X 100 MHz when it should be doing 26 X 125 MHz. 

 

Did you set the BCLK to 125 MHz in the BIOS?

 

Edit - I would set the turbo ratios to 27. This will allow your CPU to run closer to its rated speed.

 

27 X 125 MHz = 3375 MHz

 

The rated speed is 3400 MHz when all cores are active.

as far as I can see in CPU-Z the maths match, thanks a lot for the help.

 

I have this pc for the past 4 years, but just now I decided to take a deeper look into it and how it's all seted up, I haven't changed anything in the BIOS yet that is related to the CPU, but since it was a pre-built computer maybe the shop that sold my changed something? I really don't know, but the information that you gave me helped a lot
