Bandwidth to PC being slow

Hello everyone,

I recently upgraded my broadband an is 140 down and 30 up, however today i changed my cpu fan and now when i plug my powerline adapter and ethernet into my computer and do a speedtest, i only get 9 down and 9 up, even though beforehand i was pretty much getting 140 down and 30 up!

Any suggestions on how to fix this would be much appreciated!
