Thermal Pasta and Cleaning pads are the best?!

I have two desktop pcs. I have not changed the thermal paste since I purchased them. When thermal paste is the best?! Which cleaning pads would be recommended?! How often should thermal paste be change?

I purchased two refurbished desktops almost 5 years ago. I do not plan to do any overclocking on the desktops as they are older systems. I7-3770 and i5-2400 cpus.
