Change factory clocks on Zotac GTX 1080Ti AMP Extreme

I have two of these, one is turboing up to 2036 MHz and second to 2075 MHz. Both were out of warranty when I bought them. The thing is, that the one with higher clocks is not stable out of the box. It has to be tuned (mostly underclocked) in order to be stable. No problem for me, but now I want to sell it and it would be better to fix it than to explain the new owner that it needs to be tuned in order to function properly. Is there a way to prevent it from boosting past 2GHz that will remain even after being installed in a new PC and having new drivers installed?

Why not just change the thermal paste and get fresh set of thermal pads where necessary? I dont think there is a way to mod GTX1080ti bios to alter clock tables or anything.
