cant change language for non unicode programs

when i try to press the Change system locale button with my mouse just nothing happens

help

Control Panel > Time & Language > Region >Additional date, time & regional settings > Region > Language for non-Unicode programs

Well yeah.  There’s a reason Unicode is a thing.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
