Thoughts on a couple of prebuilts

Hi! I have been tasked to find a suitable gaming computer for a friend of mine, and that's proving difficult with the lack of availability of rtx 300-series gpus. But here goes, I only found a couple of prebuilt ones including the rtx 3070. It's primary uses are gaming, with games such as Escape from Tarkov, Warzone,  Assassin's creed Valhalla and Control being the big ones. One to two 1440p 144Hz will be hooked up to it. Since I don't have to option to configure the specs, I am wondering what your thoughts are about the specs for these prebuilts? I am fairly new to the world of pc building, but I can still see that I maybe wouldn't have bought all of these parts separately. More specifically the CPU cooler, but moreso the PSU. But hey, what do I know. What are your thoughts on the cooler and the psu? 

Also about the CPUs, will it be possible to overclock them a bit with the coolers included?

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Brand new computer, not upgrading old rig. And keep in mind the prices here in Norway are quite high due to taxes,
