My TN panel has a ~2mm black border inside the bezel and its really annoying when you start to see it and I was wondering why is it there.

Idk if you're talking about your monitor "frame" or if you mean there were pixels there before and they stopped working.

You need to go to your Nvidia control panel and then find Adjust desktop size and position.. you should be able to navigate yourself from there and adjust the position by yourself

Can i use Nvideia control panel if i have a amd procesor and graphics?

No you need to use the AMD's equivelent, AMD Catalyst if i'm not mistaken.
