High gpu clocks on idle

So, I disabled Easy Anticheat in autoruns (its from war thunder) and ran basic repair in adwcleaner, then restarted pc and issue gone (I always shutting down the pc). This is some kind of magic. (Clocks got higher few times when I do a screenshot, but at least it's not at max all the time now)

I have an issue (it appeared few days ago) that my gpu clocks is always high on idle. I alredy checked settings in nvidia control panel, everything is default. Also I cant check what programs are using gpu, because it is pretty old and I just don't have such option in nvidia control panel. In gpu-z usage is 0%, but 160 mb of vram are being used. (Graphics card is GTS 250 and driver version is 342.01. Also clocks are high with chrome closed). I'm wondering is there any program what will help me to check what programs are using my gpu.
