If you have the hardware just try it out. AMD's UVD is more of an hassle to fine tune, if you spend time on it you can perfect it. Otherwise I really dont know how PUBG for Android runs emulated, nor care.

Streaming will depend on your internet connection more so than hardware nowadays.

The RX 570 has a decent hardware encoder, you can stream just fine. pretty much most games you can play at 1080p mid-high quality settings and stream at same time. 

 

You have OBS with AMF encoder (that's the name for AMD's hardware encoder stuff, what is nvEnc on nVidia cards)

 

But I don't know what you're talking about emulators ... you're confusing people.

Yeah, it depends on the resolution and fps and the quality level you want to stream at.

With only a 10 mbps connection, I would stream at 720p (1280x720) or half of 1080p (960x540) and a bitrate of 3-5 mbps

I believe Twitch wants you to use up to 6 mbps and Youtube will accept even 10-20mbps, but you should not use more than around 70-80% of your internet connection ... but that advice applies for people who have bigger upload capability in general... if you're capped at low upload speeds, using a lot of your upload can increase latency, you get higher pings in game and can cause issues... so basically I'd stick to around 3-5 mbps variable bitrate.

At such low bitrate, you need to lower the resolution to less than 1080p, otherwise the image would be ugly... the hardware encoder needs more bitrate compared to using a software encoder like x264
