I Agree with @Mling as your card has a zero RPM mode that prevents the fans from spinning when under 60 oC. If you place a custom fan curve using something like MSI Afterburner and force the curve to override the default fan curve, the fans will turn on then.

So I have all the AMD software, as I just switched from my GPU from the RX 5700 XT. I updated the software earlier in the week, keep it up to date as soon as I can. I was messing around with the fan tuning, changing it from silent to default and back and forth, resetting my computer to see if anything would get those fans to run and I'm getting nothing. 

 

The only thing I can think of is either the 2 8-pin PCIE extension power cables I got recently aren't working correctly (although I was playing Witcher 3 for 13 hours, so the GPU is working) or my PSU isn't putting out enough power. Lol idunno

Do the fans at least turn on when in a game or under a load?? Did you use DDU (Display Driver Uninstaller) to remove your old drivers(even though they may be compatible between the two cards just to rule out a glitch)??? Check your GPU temperatures and see if the fans start spinning once they are above 60 oC.

I had Radeon Software up in the background running while I was playing to monitor changes in temps and when/if the fans would kick on, and they never did. I changed the fan scaling to kick on when temps hit 38 degrees C, and still nothing.

 

I have not tried using DDU yet. I will have to do that when I get home from work. I will post back on here with any results. Thank you all for your help!

Hmm, strange they are not turning on then. I'd try DDU and reinstall with a fresh set of drivers, reboot and try the system again. 

 

If that doesn't work, I'd check the fan connections on the graphics card to see if the fan cables are fully seated in the headers. If they are not pushed in all the way, that can be the problem, or possibly something is wrong with the card.
