RTX 3070 load

Hi, i own an rtx 3070 with i7 7700K but when i play gta i get 60 fps i also see that my gpu load is at 40% how do i get 100%? more fps?

You're running into a CPU bottleneck.

If you want more FPS, you'll need to upgrade your CPU.

ohhhh yeah i tought of it, is upgrading to an i9 10900K worth it?

Well, to get any meaningful upgrade, you'll need to do a full CPU/motherboard swap, as the 7700K is the best of the best for LGA1151v1.

I'd advise getting a 5600X plus a good B550 board.

What RAM do you have?

i want intel im using 32bg ram corsair 3200mhz

I'd make a separate thread on a build; I'm not great at putting together build lists.

Though I guarantee you'll get 5600X recommendations.

If you constantly get 60fps all the time then you might have vsync locked at 60fps.  I have an i5 4690K and a 1070FE and I fluctuate between 70-100fps at 1080p.

Turn off vsync.  Go to your nvidia control panel and make sure it's not locked.

If I remember correctly I recall one of the youtube tech guys (dude from south Africa) reported that AMD is experiencing a 20% failure rate on the 5000 series chips.

If we were still in 2019 and 2020 I would go AMD.  They were a great bargain then.  Now, Intel is the best bang for the buck, gaming.
