Should I get a 7770 or a 650 ti? I mostly want to play Planetside 2, Skyrim, and maybe Crysis 3 on medium-high settings. What manufactures do you recommend?

Id save up a little bit more for 650ti boost I know that it means more wait but it is worth it my friend

At that point, go for the 660 all the way.  Generally it costs barely any more (sometimes costs the same) and has around 10% higher performance than the 650ti boost.

I would get the Asus HD 7770 2GB because it is better than the 650ti or you can get the EVGA 650ti boost.

The topic title is simple. Don't recommend GPUs that cost 80$ more!
To answer your question Trouble Kelp: The 650 Ti is considerably more powerful than the HD 7770, but also costs a little more, so it just depends on what you are willing to spend. The extra few $ are worth it in my opinion.

I'm currently using MSI GTX 650Ti Power Edition, and it runs any games I install at high or above settings. The most graphically intensively game I've installed lately is Bioshock Infinite and I can run it at ultra settings.

7770 in my opinion, you get a nice 2gb card, one of the best possible crossfire configs with two of those (im aware of the current issues with frame times), and also you get some free games with the never settle bundle.
